St. Helena is a General Law City operating under the Council/Manager form of government, with four Council Members elected at large and a directly elected Mayor. The City Manager is responsible for the overall administration of the organization, implementation of City Council policies and directives, preparation and management of the annual budget, coordination of Council agendas and meeting materials, and ensuring the efficient delivery of municipal services. The position also plays an important role in fostering productive relationships with elected officials, employees, residents, businesses, regional partners, and other community stakeholders.
